If you want to get technical, Shirou can also use UBW due to being a past version of Archer. As far as anyone is concerned they are different people.

Several reasons
First off UBW isn't an attack. It's Archer's magecraft.
2nd It's his reality marble meaning Archer is the only one who can use it. Just like how Satsuki is the only one who can use Depletion Garden
and Nvrnqsr Chaos is the only one can use Lair of the Beast king
It's an innate bounded field. Innate meaning an attribute that they were born with
FINALLY
Because it's the same reasoning why the flying chain marble phantasm that Red Arcuied isn't a combo. It's overpowered
