You cannot simply compare a copyrighted material (i.e. animation, music, etc.) to a culture. It is not logical and thus not a valid argument here.
Japanese leaders and even the Emperor have addressed multiple war apologies. Google "List of war apology statements issued by Japan." Wikipedia is not a recommended source; however, it has links to the original sources which you might want to take a look at.
