A ruler from the days of eternity is God. The prophecy is saying that God will be born in Bethlehem. If salvation is to happen, it can only happen as a result of what God does for us Himself. The way salvation happens is through the blood of Messiah who was born. Isaiah 53 explains in detail how Messiah is punished for our sins and for Israel's sins to whom the stroke was due. By His scourging, we are healed. We are healed by the Spirit of God who can rightly visit us as justice is now finished.
