It's not misspeled my dear friend. It's just about its writing system - Tsao Tsao is in Wade-Giles and Cao Cao is in Pinyin. I think YOU need to do some homework.

The Cs in those words sound the same as the Ts in Cao Cao, so it's not misspelled. Just an odd way of doing it.
