Betty isn't freeing the birds because she herself is not free. She is clearly happy at the end of this episode as told by her honestly gleeful facial expressions and body language. She shoots at the birds to get back at the neighbor because he threatened their dog and made the children upset. Betty is the woman of the house at this moment in the story. Her shooting at the birds with no regard for the neighbor is more a of "if you mess with my family, you have to answer to me" kind of thing.

This scene should show you why she has changed. She loved her life with her children and her loving husband. It was basically perfect. But she found out Don cheated on her. I don't see why it's so hard for people to understand why she's changed. Infidelity is quite serious and of course it changed her, she loved and trusted him and raised his children, while he screwed other women behind her back. That would send any woman reeling.
