@kittypittyable yup well said :) although perhaps not because raising eyebrows directly raises your tone but rather it helps "remind" you to adjust your embouchure, and it's easy moving everything "up" rather than just your embouchure. Hope that made sense?

@Riceball512 The reason behind the fact that flutists move their eyebrows up and down is because when they try to hit the high notes it's kind of hard; so raising their body posture and eyebrows upwards help bring out the higher notes. Trust me, it helps to do that since I am a flute player myself.
