Improper application of the rule. The runner is allowed to hurdle a player attempting to tackle him. I would not recommend it, though.

@lem4037 That is incorrect, under NFHS rules it is illegal for any player to hurdle another, even if that player is attempting to tackle the runner.

I think you make a good point. Was the runner just attempting to jump over the defender as he passed across, or hurdle over him? I think you can also say that his knee is foremost and over the opponent during his initial take off.
