Very cute! I have a "Poor Man's Caique" - Pineapple Green Cheek.
Of most concern to me is that you say he walks around on the floor and is around your dogs. Ollie is brave and won't fear the dogs. They could accidentally hurt him or play too rough.
Also, on the floor, he's very vulnerable. I once stepped on a poor little Grey Cheeked Parakeet when he sneaked up behind me to see what I was doing on the bathroom scale.
This may sound like worry-wart stuff, but take it from me - be safe!

Yes, from an early age you should have taught Ollie how to play by himself in his cage. This is not hard with caiques since they are so playful to begin with. It's very important to teach them, early on, play independently in their cages. A caique is a terrible parrot to spoil! If you have the time to play with him all day, that is grand, but most of us work and just cannot accommodate them.

You probably shouldn't let him play with the pens or the electrical wires - he is very cute, but just make sure that he doesn't get into the wrong things!
ollie will be 2 this coming aug 2009 ,no matter what toys i buy him i'm his favorite toy my hands my pens ,the mouse ,he doesn't hang out in a cage all day he's with me free and walk around like a little green dog amonst my 2 poodles, any tips ,maybe i should have left him to be a bird and kept him caged ,he will find me in bed after his breakfast climb up and want to start jabbering ,it's really cute but he can be relentless
