It's technically their new version of their Radar map.

i saw it flicker really bad during one segment that day. the female ocm was very calm and asked master control to show a different source, which happened to be the upcoming forecasts graphics for some city.

Good thing TWC gave Google the weather extension for Google Earth. It's not just used for the consumers, but they need it as well.
