"One of the best cities in SE Asia"- For what? Phnom Penh`s great for traveling if you`re a tourist or retired and just want to relax. Try living and working there. It aint so fun. Low salaries, tuk tuk drivers hassling you every day, and there isn`t much to do. You can spend your free time drinking, drinking and did I mention drinking? Unless you are a retired geriatric, in my opinion it`s kind of boring to live there.
