Funny, but I can hear almost as much "Brooklyn Owes the Charmer" in this as "Border Song". Not that Innes was afraid to wrestle two genres at once.

Ok, I'm an ignorant American and so I have a question- what's the pound meter on the side for? I mean, I get it, he's a silly Elton John, but "huh??" on the money meter on the side. Is that some new "how much the BBC wastes per second of this idiot program" guage mandated by a vengeful Thatcherite legislative initiative pushed through parlaiment or something?

I tink it's (in part) a reference to the digit counters in the pinball wizard scene in the movie Tommy. And if you look again, you'll see that the "pounds" increment after only 24 "pence", so it's really counting PAL video frames.
