in this interview, franken sarcastically remarks on the announcement that the Petraeus report would be delivered in september so (mimicking a buffoon that could predict a sunrise) we, according to franken, should expect a bad august. well, it's very close to the end of august and it has been noticeably mild.
"Make the president cut off funding for the troops"????? (3:42) The president CANNOT appropriate funds. If there is no appropriations for the war, then it MUST stop.
I think Franken was referring to a situation where Congress would force Bush to continually veto funding bill after funding bill that included a timetable, thus effectively making him "cut off funding" even though Congress had approved it.
There's a better, more effective way. Just don't send appropriations bills for the Pres to veto. Anything else is "playing politics" and quite frankly there's too much of that kind of crap going on already.
