In years past the Barber test was open to the public free of charge because it wasn't an official IndyCar venue and the track owners wanted to show the series how much interest there is in the area. Not too many people are interested in paying to see a test session at a track the series won't race on, but when it's part of the schedule, that's another question.
In the end, the raceday crowd is more important regardless.
