Gohan is the strongest in the anime and the manga. There is no denying it. You'll just have to contend with that. Is he the best fighter? Not remotely. Just far stronger than other non-fused beings.

You mean to say the other way around and that isn't something you can say with any sort of certainty. Your logic makes quite the leap for no good reason.

No. He is weaker than the villains in most of the films (often needing Spirit Bombs or otherwise borrowing energy). As for cases where he is not the strongest hero, Gohan was his superior in the Dead Zone. Obviously Gogeta got the job done with Janemba. He is weaker than SS3 Gotenks and Mystic Gohan, but got victory via a supposed 'weakness' of Hildegarn. Gohan was strongest when dealing with Bojack (maybe Broly 2 and Janemba as well).

What we know is that they wanted Goku to win. Beyond that is speculation without official confirmation.

Someone like Buuhan could never be harmed by a simple punching technique by somone so weak. Or do you imagine 'dragon fist' akin to SBC and other piercing moves that ignore power levels (outside non-canon showings where they can be deflected or even negated just by a foe being too strong)?
