If it were me, the soldiers assigned to make physical contact with the terrorists are armed only with handguns and 36" batons (and tasers, if available). That way they don't have to wrestle with a slung long arm around their necks. It doesn't take much for a suspect to use that rifle against them or their team mates. It's choking / shooting risk. If someone wants to duke it out, fine: club them into submission.

@kiaoraguy It really does. Looks like counter drug mission stuff. Utah doesn't have it....well...not with aviation anyway.
