Even if you do put it into a garbage can, it can blow around in the landfills, or when the garbage truck is getting the trash can maybe it falls out.
However, some ships actually take large loads of plastic bags and just dump them in the ocean; otherwise, all the landfills would be completely overflowing from plastic grocery bags. It's really sad, if you think about it.
