Look at Dalek Caan as the Doctor speaks - it almost looks like he's shifting nervously, as if he realises there's some truth in what he's saying.
Kinda makes you feel sorry for him ... maybe.

@MusiicRoolz probably he was low on power so rather than use his energy to wipe out the docotr he'd use every last ounce to break into the Time War and get Davros whcih would provide the Daleks with a chance for survival and perhaps a future shot at revenge at the Doctor rather than tkae his revenge tere and then and be the last Dalek, powerless and alone on a back water planet
