Not only that, If you look up the electoral count you will find something quite funny. AlGore wouldn't have needed a single vote in Florida, had he not been so arrogant as to not even campaign in his own home state. That's right. If Big Al had won in Tennessee, he would have been president. Even without a single solitary vote in the entire state of Florida.

Thousands of votes for Gore disappeared in Florida and many minorities were turned away for made-up "voter irregularities." There has never been absolute consensus on what actually happened in Florida.
Plus, the simple fact is that more people wanted Gore to be president enough to bother going out and voting for him.

Bush lost the popular vote in 2000, but won the electoral vote (look up the electoral college). The US President is not elected by a majority of raw votes. This is a common misconception. Bush DID, however, get a majority of the popular votes in the 2004 election (as well as the majority of the electoral votes).
To answer your question, Bush won both times (even after the Florida recount was complete), because what counts isn't the popular vote, but the electoral vote.
