Yes, this is a cover. So what? It was produced as part of "The Number One Project," a collaborative of artists from Liverpool who have number one hits, each doing another artist's number one song. And while Dionne did it first, they are covering Celia Black's version which went to number one in Europe before Dionne's released there.
So, yes, it is a cover. Everything on that album is a number one artist doing another number one artist's song.
