You must be Ascended (Prophecies characters), We no Su (Factions characters) or have finished the quest Hunted! (Nightfall characters). You can be any level, although without running you'll be 20 when you achieve these things, possibly a little lower for Prophecies characters.

you can, theres a screen of a lvl 12 with full obsi armor.

ehm you can't go into FoW or UW without being lvl 20

There is a new one with 105 hp, you can kill both Aatxes in 2 charges of IW, thats 30 seconds per Aatxe. Check PvXwiki
