This is Czech composition with original name Škoda lásky (ЖaлЬ любви пo-pyccкu, Pity of the love in English) by Jaromír Vejvoda, it is a love song of a girl being sorry for her chagrined love, it is a dance and is danced so: /watch?v=AunRWB_dmiM. It was censored in Soviet Union, so it reflect ignorance and stupidity of Communist regime (or it is possible that it was forbidden because of painful associations but Stalin wasn't so sensitive to affliction of his subjects).

Same sound as a Sousaphone. A helicon is pre-Sousaphone. Sousa just changed the bell. That particular one is a European model in Eb with keyed valves.
