One more question concerning passage, will a majority of the comissioners have to put the plan forward, meaning three of five would have to vote on it to be on the ballot or as chair can you just have it put on?

Glad to answer.
The county property tax is roughly 1/3 of your total tax bill. The rest is school tax which is controlled by the school board.
The plan I'm proposing deals with the county portion of the taxes only and thus the numbers you hear in the video.

This is a fabulous idea and you have had my vote since my wife and i talked with you at the festival in Snellville, my question is when you get elected (and you will) does the State Legislature have to sign off on this idea and if so what do you think are the chances they will?

The Gwinnett legislative delegation will have to approve the call for the referendum (the vote). I don't anticipate any problems given the fact that every Gwinnett House member supported Speaker Richardson's sales tax plan which was similar to this but on a statewide basis. This plan is MUCH better for Gwinnett than the state plan because it keeps our tax money in the county.
