If someone wants to beat the Kittinger jump (which was just awesome and insanely dangerous) it doesn't matter if they are a civilian. If you train hard enough and want something that bad, then you can and will reach it. Though it will be some time before anyone tries to attempt to beat the record. Most know the incredible risk rate with the jump. You probably will have to be a bit insane yourself to do it. :-D
