The health insurance companies have a pretty sweet deal, they get to cherry pick from the healthy pool while medicare and medicaid get to cover the risky portion of the population (the older and the less healthy). Health insurance companies even want a much sweeter deal, because they want mandated insurance BUT they don't want a public plan option that would push them to be more competitive.
