Yea, efficient. But you may as well use battery power at that point. A battery can put out more power than a human, and a low-pressure-hydrogen-fuel-cel­l can be much cheaper and lighter than a battery.

using current technology we can design a system that'll be flexible to allow for myriad of options & possibilities in utility & travel. ;)

simple solution: multiple rails, (1-2 rails can have a "minimum speed limit" & therefore users will know they'll have to maintain a certain pace when in junction, other rails will allow for crusing passangers to enjoy the view along w/the ride) just like we have regular & carpool lanes today.  ;)
