Police Brutality in Singapore??

This video was shot 1 minute late. The driver of the white car was pulled out of his car, beaten and push into the black car. Both the cars were then driven away by the people from the black car.
Who are those guys?? Police? Police brutality?
This happened at Bedok Reservoir Rd in front of at least 50 witnesses!
