Building a portafilter pressure gauge for measuring pump capabilities, setting the OPV or checking the OPV. All parts obtained from HomeDepot and most all part numbers shown in the video.

no, but I did see someone not even used the split flow portion and just set a closed portafilter pressure to 10 bars for 9 bars with flow. A valve with a finer adjustment would help but as seldom as it needs to be done, it's not that big a deal.
Regarding your machine sputtering while hot but not when cold, I would first to a temp check using the stryrofoam cup in the grouphead trick. The cup sealed tight in the group head with a temp gauge diagonal seals in heat for accuracy.
Did you figure out how to resolve the low flow problem?
