12v's do not have fancy computers so they may idle low, many people have long cranking times which is because of this low idle condition. However, idling it up might not be ideal, so by merely pressing on the pedal just a bit and letting off the instant it starts, you can get it to start up instantly.
mine starts up without pedal like yours does with.....

@EasternAggie I finally hooked up a fuel pressure gauge and I can hardly break 20psi. The overflow valve is worn out so that is why it does that.

oh ok i gotcha dude. could that get bad enough to where it wouldnt start at all without the pedal? one of my friends at college has a 97 and you can crank his all day and it wont start, but as soon as you bump the pedal, it fires right up

@EasternAggie I would imagine so. That sounds more like he might have a bad lift pump too. He just needs to put a fuel pressure gauge on it and see. His fuel shutoff solenoid might also not be moving out of the way enough, and when you hit the pedal it pushes it out of the way.
