It's both a religion and a law (Sharia) wich does politics, amongst a host of other things. Keep in mind, Islam spread by the sword, through forced conversions. The prophet Mohammad became a warlord who had beheaded between 600-900 people. The Quran explicitly and very clearly states the use of deceit and lying in order to protect the Quran and Islam is allowed and encouraged.
