The easiest way will be to use a tunnel,an old mine or another underground structure.If you can ensure that nothing is planted inside.But on the other hand this pushes you out of the public,which is one of their targets

so when I hear a song in my head...and I have to turn on the radio to clear my head of this song...and the song is playing on the radio....do I have high impulse microwave transmissions in my head?? The last little demonstration worked well with the emitter 18 inches from the subjects head, but how well does it work when the subject is shielded by a 25 ton tank? Another pertinent question is what is the dispersion of the wave, if it is in a tight beam it would be difficult to deploy on a wide front and would serve better to neutralize specific theater tactical weapons than as a strategic weapon.
