Clever. I bet that took you hours to come up with. If you'd actually bothered to think your original idea through properly, you'd realize what stupid idea it is. Shall I explain it? So if your idea applied, every time someone started speeding, they would be sent through time, either backward or forward. If they go backward, they have the opportunity to royally fuck up time. If they go forward, they get away with their crime. Either way, it's more likely to have negative effects than positive.

i think the flux capacitor can be used to control speeders, install one in every car... if u street race or drive over 88MPH then u get sent somewhere random in time.
