(First I must say that I, Microsoft, or AT&T do not endorse the rooting, jailbreaking, unlocking, etc of a phone's operating system. This is not recommended and I am not a certified professional. The only reason I have done it is because I alone feel confident enough to tamper with my phone's OS after doing research and acquiring some instructions and programs available on the internet from other individuals who have performed these methods. You are solely responsible for any damage that might occur from tampering with your phone's OS, though these methods are highly unlikely to cause any damage. This is merely a way to do custom ringtones until Microsoft releases an update which works around this. Thank you)
Hello. I have included the links to the files you need to do this. Just download them to your computer and place them on your desktop for easy access. I suggest you watch the Youtube video links below and read the body of this message first before you do anything to judge whether or not you are comfortable enough to perform this hack. Email me if you have any questions.

*Here are the programs you will need to install custom ringtones. First I will list what each program link in this email is:
ChevronWP7Cer.zip: This is the certificate that you will need to extract and attach to the email account you have set up on your phone. You will have to register at the XDA-Developers website to download this file, but registration is free. Here is the link: http://www.megaupload.com/?d=40SWCMS0
ChevronWP7.RingtoneInstaller.zip: This is the program that you will use to convert your .wma format ringtones into .xap files to be sent to the phone. Here is the link: http://www.megaupload.com/?d=BTV7NZGA
ChevronWP7.zip: This is the program that will unlock your phone for you to put custom ringtones on it. Without this, it is not possible to put custom tones on the phone. Here is the link: http://www.megaupload.com/?d=7AR9Y2JI
Vm_web.exe: This is Microsoft's Windows Phone Developer Tools program. This is what you will use to deploy the custom ringtones to the phone. Here is the link: http://www.microsoft.com/downloads/en/details.aspx?FamilyID=04704acf-a63a-4f9...
Free MP3/WMA/OGG Converter: This software will convert any .mp3 format ringtones you might have into .wma format to be used on the phone. Currently, the Windows Phone 7 OS does not use .mp3 format files for ringtones. Here is the link to download the program: http://download.cnet.com/Free-Mp3-Wma-Ogg-Converter/3000-2140_4-10793572.html
Mobile17: This is the website you can register at to convert existing .mp3 files from your computer into 0-45 second long ringtones utilizing any part of the song. These ringtones are created in .mp3 format and must be converted to .wma format using the Free MP3/WMA/OGG Converter program in order to be used on your Windows Phone. Here is the link to the site: http://www.mobile17.com
*Note*: YOUR PHONE MUST BE IN AIRPLANE MODE WHENEVER YOU CONNECTING TO YOUR COMPUTER. ZUNE MUST BE RUNNING THE ENTIRE TIME YOU HAVE YOUR PHONE CONNECTED YOU YOUR COMPUTER AND YOUR ARE USING APPLICATION DEPLOYMENT FROM WINDOWS PHONE DEVELOPER TOOLS. ALSO, YOUR SCREEN ON YOUR PHONE MUST BE ACTIVE AND ON YOUR HOME SCREEN. YOU MAY TURN OFF AIRPLANE MODE AFTER YOU HAVE DISCONNECTED YOUR PHONE FROM YOUR COMPUTER. YOU MUST RUN CHEVRON WP7 FIRST EVERY TIME YOU DO THIS TO RE-UNLOCK THE PHONE AND DEPLOY .XAP FILES TO IT. YOU ONLY HAVE TO INSTALL THE CHEVRON WP7 CERTIFICATE ATTACHED TO THE EMAIL ON YOUR PHONE ONCE.
These are some good sites to check out while you're at it to get some cool information from users, developers, hackers, etc:

How do you go about removing the custom ringtones once you have them on the phone? Is it possible?

@bdbalentine1
No unless you master reset. If you upgrade to Mango, you have the ability to simply delete either from the phone, or through Zune when your phone is connected.

this is what happens everytime i try to extract the files to install windows phone developer tools what does this message me "visual studio setup cannot run in capalibility mode" what does that mean

Update to Mango. Alot easier to install ringtones that way. I've got a video on how to do that as well. If you want to try this way, then do this. If your not running XP and are on Vista or 7, right click on the file and select"run as administrator". That might help out. As far as extracting files, you don't have to extract anything. Just click on the link for the Windows Phone Developer Tools in the info section, download the .exe file and double click it to run
