OMG! My mouth is watering right now just thinking about how this would taste...I've never seen wings made this way before...As someone asked, chicken breast would definitely work for this, but I would be more likely to use chicken thighs. The recipe reminds me a bit of a General Tso's chicken, with the ginger, hot pepper and fried chicken.
