The problem is accountability. Johnson doesn't want to go on the congressional record in case any kind of shit hits the fan on his watch. Such disingenuous behavior from Stephen Johnson. That is common among our bureaucrats here in the US. The most common answer in a legal venue is "I don't remember specifically". That way later there can be plausible deniability. These administrators are so full of shit. No 1 rule to live by in politics CYA "cover your ass".
