I can't believe this caused so much controversy. It's obvious there was a bounty on Locker for the game. Pete Carroll is a cry-baby. (fits in nicely at the University of Spoiled Children) BTW - tell your once vaunted band to learn some new songs (they only know three) and see if they can regain some of the 1980's luster.

Read the rules.
A player is considered inbounds until their foot touches the sideline. Locker is clearly inbounds and is trying to advance his position toward the first down marker. You must be a girl, if you ask anyone who actually played the game, they would tell you that it was a bad call.
