It did not cost me anything to take it over. Sounds like you are going to setup a computer network or Internet Cafe. If you setup the Internet Cafe a lot of great software out there to monitor hourly usage.
Plus arcades or youth centre are sometimes harder to get permits for... so an Internet Cafe might be an easier sell.

A take over is not as expensive as a start-up, everything is in place and you just need to take over.
A start-up would require you to do everything from scratch, permits, signage, layout, confectionery treat-pop and so on, agreements with external vendors for gaming machines, pool tables and so on.
Plus you need to decide what will drive your revenue; dances, video games, or both! I stress this type of business is not to get rich more to do something worthwhile for your community.

pretty helpfull video,. im planning to open one in my town. i still need to figure out the zoning and everything with the townhall. can anyone help me out on this?

Depending on your town council's previous experience with similar operations you will need to prepare... counter arguments to support your application to open this type of business.
It does not hurt to call ahead and arrange a meeting with the councilor to discuss your idea.
