Ehhh kinda, but not ex-pirates. Think of it this way, Shichibukai are like BlackWater(mercenaries) and CP9 are like navy seals.(I don't mean that as in terms of one being better then the other, mainly an analogy to give you more understanding.

I'll explain, the marines are the military force under the world government (or rather the 5 elders). They have also established Ciper Pol, which is more like the intelligence branche of the organization, with mostly agents.

CP9 was the unofficial organization within for the most specialized assassins.
