its bill! and i'm glad they leave him alone in this area! I'm sure he gets bombarded with all sorts of recommendations from all sorts of backstage folks suggesting to him to maybe "spruce up your image thingy" I could imagine bill telling them to just "buzz off!" i like a person comfortable, and bill never looks comfortable in a suit to me!
