Signatures are at the bottom, although it does state the document does not intend to create any legal obligations under international law but it is a signed agreement.
It seems most of these agreements are done through MOU's (Memorandum of Understanding)
What is a memorandum Of Understanding and is it legally binding?
"In international relations, MoUs fall under the broad category of treaties and should be registered in the United Nations treaty database. In practice and in spite of the United Nations' Legal Section insistence that registration be done to avoid 'secret diplomacy,' MOUs are sometimes kept confidential. As a matter of law, the title of MoU does not necessarily mean the document is binding or not binding under international law."
So we a riding a very fine line here.. Even the U.N says these Mou's should be registered to avoid "secret diplomacy"- secret diplomacy is exactly what this is!

This agreement exands upon the Open Skies Agreement with the United States.

I could really keep going and going with examples of signed agreements, all in the name of the SPP. The very fact that they state there was no formal agreement signed, should make us question why? If this is Partnership is so great for Canada, United States and Mexico, why not sign your name on the dotted line? Could this be a way to avoid liability to the citizens?
Is this how they are able to affect policy and not involve our political process?
How can our government officials participate in these activities on tax payer money but fail to register their Mou's to the UN?
How can establishing a "trilateral regulatory cooperation" not undermine our national sovereignty?
"According to the SPP website, this dialogue will create new supra-national organizations to "coordinate" border security, health policy, economic and trade policy, and energy policy between the governments of Mexico, Canada, and the United States. As such, it is but an extension of NAFTA- and CAFTA-like agreements that have far less to do with the free movement of goods and services than they do with government coordination and management of international trade." How can all this happen without signed agreements?
