At the 2008 Gaining Ground Sustainable Development Leadership Summit held in Victoria, Dale Wall (Deputy Minister, British Columbia Ministry of Community Services)formally announced the launch of the "new Water Balance Model" to support "The New Business As Usual" vis-a-vis green infrastructure policy and practices in British Columbia. The Water Balance Model is a decision support tool that promotes rainwater management and 'green' development practices. It also underpins a water-centric approach to climate change adaptation. The Province of British Columbia funded integration of the Water Balance Model web interface and the QUALHYMO hydrologic engine to create a pan-Canadian scenario modeling tool, because QUALHYMO was developed in the 1980s for the Ontario Ministry of Environment. The Deputy Minister also announced that the Cowichan Valley Regional District and City of Courtenay are hosting the Learning Lunch Seminar Series. This continuing education program will build local government capacity to apply the "Water Balance Model powered by QUALHYMO", and it will help make the transition to The New Business As Usual.
