2009 cars had more mechanical grip (slick tires) and less aerodynamic grip (less downforce) compared to 2008 cars. I remember during 2009 winter test Mclaren representatives said that 2008 cars with slicks could run 4 seconds faster per lap

The pole sitter of monaco 08 fuelled for a 1 stopper (33 laps), Button fueled for a 2 stopper (17 laps). That could explain the difference.

What is funny is that the new 2009 cars were faster than the 2008 cars and Monaco but slower at Singapore...
