I had just returned from Internal internal affairs to give them this report.

I saw Bear, a black terrier roaming free in the street, I grabbed my camera to document the on going problem. My dog was injured the first time I took her out, and has recently been injured in our own back yard.

Bear was already inside by the time I got outside, I stepped in to my yard to pick up a piece of trash. The rest is in the video.

They called 911 first. He said something to the effect of "I'm going to get you when the police aren't here" In front of the police. They watched the hand held part of this video, called in and said they couldn't charge him. They told me to go to the police station and file a written report with my video. They said some things like "we'll get him," "call in anything you see" and some other platitudes, but they seem empty now. They didn't write a report at all.
I filed a report at the station, they did not take or watch the videos. And ultimately refused to file charges.

This is my written report, they refused to take this, and wrote there own at the station from questioning me.
