Who killed Jill Dando? Part 1

On the day Jill Dando was shot in the head, at point blank range, Nabil Shaban instantly speculated that it was a Serbian government organised Hit, in retaliation for the USA / British led NATO bombing raid on Belgrade, with such specific targets as the Belgrade television station, killing many TV personnel.
