@rmaslakow No they don't. High school football is based on the rules on the National Federation of High School sports. (NFHS). The only differences you'll see is how overtime is enforced, and a couple states endorse the college rules. Plays like this are not affected by any customizations of the rules. In this case, the announcer said the kick went into the end zone. If it had, the play would have been dead in high school. The ball was actually caught outside the end zone and is returnable.

Coach and players fault. No reason to have a returner back there. Should have been rushing everybody. Try and block the kick. If their was a reason to have a returner then the kick was too short anyway.
