He went rampant after that seriel killing including the murders of american police and federal agents who didnt agree with the body parting of children

The answer to thwarting this violence is publicly executing the murders, leaders, and drug dealers--not sentencing them to prison. Seize the drug money, and put it into anti-terrorist strike teams and allot a certain percentage as rewards for people to turn in high profile figures. Make being a drug dealer not a romantic idea as it currently is but one that instills fear in being a very very short-lived bad career move, after which there is no second chances. In short, kill the fuckers.
