Obviously it does hurt idiots! Thats why they screamed and dropped it when it shocked them! Those things are horribal an should be banned!!!

the level of tolerance can be controlled. i use it on my dog watch my video. my dog is so well behaved!

@BlackMist301 I'm only getting it to protect my dog from getting hit by a car...Cause when I let him out (I don't have a fenced in back yard) he likes to run EVERYWHERE...so just to be safe I'm getting it so he won't get hurt

@TheToddy30 I'm not saying shocks in general don't hurt...I'm saying there are some that do and some that don't.
And it's not so much the voltage you need to look out for, as much as the AMP.
