Hi.
To change the outfit you wear in-game, you go into Replay Level (this only works with levels you have completed.) and you can select any outfit you've unlocked there.
If you are referring to changing these home-made outfits, then you only do it on PC, and there are a few vids on youtube which tell how to do this.

You can dowload them off various sites, look in the information box in some other videos, that have links to the websites. This is only for the PC though.

I don`t know anything about playstation versions, on pc you can do everything in Tomb Raider Legend.
