There is a sophisticated tracking network that tracks satellites and other space objects and derbies. NORAD is the primary agency for this. However, there is no real control and no way to really prevent objects from hitting each other. There was a recent collision of a Russian satellite and and IRIDIUM satellite which resulted in the destruction of both satellites. This may result in some sort of international coordination of positions of satellites.
