Most bolt-action target rifles ARE single-shot. Presumably you mean magazine-fed bolt-action rifles. Single-shot b/a rifles are usually SLOWER than Martini rifles; but if you have a mag-fed b/a rifle, the critical factor is the capacity of the mag. A 5 or 10 round mag will not hold sufficient ammo to complete a 60 sec. skirmisher shoot without a mag change. The change is likely to take longer than using a Martini. A 20+ rd magazine may be a different matter. The more practised will win.

Search for the "Mad Minute" competition Youtube clips. These are shown being shot with Short Magazine Lee-Enfield rifles (SMLE).
Regular use of full-bore ammunition for rapid fire can prove expensive!

Many bolt-action rifles are indeed single-shot, not all are magazine-fed. A Martini action will generally be faster to load than a single-shot bolt action.

Each pair of shots is on a different black, but a look at the video of the target being shot will give an idea. Many shots are keyholed. The effective group is probably considerably less than one inch.

the video was only 55 s long but the more info says 60 plus the part before he started.

We can assure you that the time taken to shoot between the words "commence" and "cease" was sixty seconds. It might not have occurred to yiu that we have no control over the speed at which a video clip which has been much reduced in definition has been stored and played by a third party. Just imagine it all happened fractionally more slowly than you see it.
