I do these same style float soaps. I incorporate air into my soap recipe's using a standard blender. Blender soap's are great for making float soap using the cold process method. Only limitation is you can just do a 1 pound batch at a time doing it that way.

I think you whip up some frosting soap, colour it, and put blobs together to make it look like that. I was also thinking about swirling it too.
